With regard to the seventh paragraph of the
memorial Mr. Franco received promotion from a salary of $558 on the 1st January, 1902, to a salary of $1,560 at date of retirement He is therefore debarred from counting the value of quarters for pension, under No. 129 of the General Orders of the Hongkong
Government.
6.
I am unable to recommend either that Mr. Franco should be reinstated in his post or that his pension should be increased.
